SPS/Xcel Energy Orientation

Practical orientation guidance for Local 602 members employed by Southwestern Public Service Company/Xcel Energy.

Orientation summary. The current SPS/Xcel Energy agreement, IBEW Constitution, Local 602 bylaws, benefit-plan documents, employer policies, official notices, and authorized Local guidance control if they differ from this page.

Local 602 is the recognized bargaining representative for covered SPS/Xcel Energy production and maintenance employees. This utility bargaining unit has employer-specific classifications, departments, seniority, bidding, scheduling, leave, safety, qualification, and grievance rules. Construction referral and out-of-work procedures do not apply unless an official agreement or Local instruction expressly says otherwise.

Understanding Local 602 and the utility bargaining unit

The IBEW Constitution establishes the Brotherhood’s structure and member obligations. Local 602 bylaws govern local offices, meetings, elections, participation, and internal procedures. The SPS/Xcel Energy collective bargaining agreement defines the represented unit and establishes enforceable rights and obligations for the Company, the Union, and covered employees.

Local 602

The Local represents covered employees, appoints or supports stewards and representatives, administers membership matters, and enforces the agreement through its established procedures.

SPS/Xcel Energy

The Company directs operations and administers workplace policies subject to the controlling agreement, applicable law, and negotiated employee rights.

Current agreement

Classification, compensation, benefits, schedules, overtime, leave, seniority, bidding, discipline, grievances, and other employment terms must be confirmed in the current signed agreement and official notices.

Representation, Weingarten Rights, and grievances

  • Know the steward and Utility Representative assigned to your department or work group.
  • Raise possible agreement violations, discipline, payroll questions, seniority issues, safety concerns, or assignment disputes promptly; grievance deadlines may be short.
  • Preserve relevant postings, schedules, instructions, messages, time records, and other facts needed for review.
  • Request union representation when an investigatory interview could reasonably lead to discipline.
  • Use the grievance and arbitration process defined by the current agreement. Informal discussions do not necessarily preserve a grievance deadline.

Vacancies, bidding, seniority, and assignments

Vacancy posting, bidding, transfer, promotion, demotion, reduction-in-force, recall, and work-in-higher-classification procedures depend on the employee’s department, classification, seniority, qualifications, and the current agreement. Do not assume that seniority alone guarantees a position or that rules from another department apply.

  • Review each official posting and submit a bid through the required Company process.
  • Keep required qualifications, training, licenses, and contact information current.
  • Ask a steward how seniority is measured in your local department and how suitable qualifications are evaluated.
  • Report an assignment or posting concern promptly and retain the posting and related communication.

Schedules, overtime, callouts, and leave

Regular schedules, rotating or alternate schedules, overtime distribution, callouts, standby, rest periods, holidays, meals, travel away from headquarters, vacation, illness, bereavement, jury duty, military leave, and other leave vary by department and agreement language. Confirm the rule that applies before making a scheduling, payroll, or leave assumption.

Follow the required reporting and call-in channels for absences, emergencies, schedule changes, and availability. When a question affects pay, attendance, discipline, or leave eligibility, contact a steward or Local representative promptly.

Classifications, apprenticeship, and qualifications

The SPS/Xcel Energy bargaining unit includes multiple operational, maintenance, technical, line, substation, meter, system operations, transportation, communications, warehouse, and support classifications. Each department may have its own progression, testing, supervision, training, and qualification rules.

  • Confirm the article and classification that govern your position.
  • Complete required training and testing before performing work beyond your current qualification.
  • Apprentices and trainees should verify progression requirements with the Company and Union rather than relying on an older wage or advancement table.
  • Maintain any driver’s license, CDL, endorsements, technical credentials, or other qualification required for assigned duties and report a status change through the required channel.

Benefits and retirement overview

Health and insurance

The agreement and plan documents address health coverage and other insurance programs for eligible employees and, where applicable, eligible retirees or dependents. Enrollment, eligibility, cost sharing, continuation, and claims are controlled by current plan documents.

Retirement

Applicable programs may include the IBEW Pension Benefit Fund and Company-sponsored retirement and savings plans. Participation, vesting, employer contributions, matching, distributions, and dispute procedures are governed by plan documents and official plan communications.

Safety, equipment, vehicles, and professional conduct

  • Follow Company safety rules, regulatory requirements, switching and operating procedures, work-area controls, and the agreement.
  • Use required PPE, flame-resistant clothing, safety equipment, tools, uniforms, and vehicles as directed for the classification and task.
  • Do not perform work beyond your training, authorization, or qualification.
  • Report hazards, near misses, injuries, equipment problems, and safety concerns through required Company and Union channels.
  • Stop work and notify the appropriate person when a condition presents an immediate safety concern.
  • The IBEW Code of Excellence emphasizes safety, skill, productivity, accountability, respectful conduct, and a constructive labor-management relationship.

Dues, membership status, and participation

Keep dues, membership records, and contact information current. Dues amounts, payroll-deduction rules, payment methods, and fees can change; use the Local 602 office, authorized member resources, the Member Portal, or LaborPower for current information. Good standing may affect participation or eligibility under governing union documents and benefit plans.

Review official meeting notices and the Local calendar rather than relying on a fixed schedule copied into an orientation page. Attend when possible, vote when eligible, support organizing, and bring proposals or concerns through the processes established by the Constitution and bylaws.
